Were they able to arrest her for just the solicitation by itself or does there need to be a payment made before the bust?

These are preparatory offenses...... Ie solicitation of prostitution is a crime, not requiring the actual exchange of money. Just the agreement to an act for money is the crime. Just in this cas it would be a felony count. Conspiracy to commit capital murder.
