Non-Resident License
Was doing some searching about non-resident license. I have a potential student who has moved to Texas, but has not yet gotten a TXDL - moved here about 2 weeks ago. If he applies right now with his Iowa DL, he will get a non-resident license. Pulled up a post on the forum that there is no longer a 6 month residency requirement. So, he just gets the non-resident license with Iowa DL, and then does an address change when he gets his TXDL? He pays the regular $140 fee to DPS, and then when he changes address, pays the $25 address change fee? Do I have this right?

Re: Non-Resident License
I had a student get a resident CHL with a NY license as his ID. He is military, thus the NY DL, but his permanent residence is in Texas. I'm thinking that since your guy has already moved here, he should be able to apply for a resident license and skip the non-resident step. The photos might be a stumbling block. My NY fellow was before the CHL-6 became "only" for non-resident applicants.
On the other hand, since he only has 90 days to do it anyway, it might be simpler if he went to the DMV and got his temporary (but numbered) Texas DL. Then he could take the class and/or submit his CHL application normally. Would solve the photo paradox as well.
Or do it the way you said, that should work too!
