She knew he normally carried, and depending on his hand placement he may have been trying to bluff that he had his gun. She imagines he has it and tells that to the 911 operator. After things cool down she realizes she really didn't see anything, and the cops didn't even find a gun. So, once she really thinks about what went down she realizes that she and her Dad may be just as much the aggressors as he was, and by not pressing charges they will hopefully not look farther to see it was not GZ, but SZ and her Dad that were at fault. It's all speculation, but during a domestic dispute the minds of the ones involved will run wild.
