A Montgomery County grand jury has indicted a Conroe police officer on manslaughter and other charges in the July 31 fatal shooting of a suspected shoplifter. The officer, Jason Blackwelder, was indicted Thursday in the death of Russell Rios, 19, of Conroe, Montgomery County District Attorney Brett Ligon said in a news release. Blackwelder shot Rios around 10:30 p.m. near a Wal-Mart store in Conroe, authorities said. Rios died at the scene. Blackwelder said at the time that Rios was trying to choke him during a struggle.

The episode began when store employees called authorities to say they were trying to detain a suspected shoplifter. Blackwelder, a sergeant who was off-duty, saw Rios running away and followed workers who were chasing him.

In addition to the manslaughter charge, Blackwelder is accused of tampering with a government record and making a false report to a police officer. Both charges involve Blackwelder's false statement that Rios was behind him when he was shot, according to the news release.

The most serious charge, manslaughter, is punishable by two to 20 years in prison and a fine of up to $10,000.

Both charges involve Blackwelder's false statement that Rios was behind him when he was shot, according to the news release.
The above statement isn't too clear to me without further scene details, so I did a bit of searching...

While the results of Rios’ autopsy have not been released, preliminary results from a second autopsy requested by family attorneys Cade Bernsen and Ryan MacLeod, with Beaumont-based Bernsen Law Firm, indicate the bullet entered the base of Rios’ skull at an upward direction.
I'm not defending the cop here, but Captain Obvious still keeps reminding me that had the "poor innocent 19-yr. old child" not acted like a criminal, he would still be alive.

Shootin' people will always bring on a lot of paperwork in the best case. In the worst case, it will bring on the worst ca$e. Think about it...and please don't drive and text.

Depends on who is doing the calling. I base manhood on the maturity of the individual - I know a lot of 50 year old kids. :banghead:

:iagree: I would not allow somebody to choke me because it would incapacitate me and I would fear that I was going to be killed.

Another difference is the alleged vandal survived.

The similarity is neither would have been shot if they didn't act like a criminal.
