Expedited CCL for military with orders out of the state
Good day,
I am a Texas resident with orders to Virginia, to report in mid July of this year. I want to get a CCL due to the area which I will be living and some issues my spouse has had with a former acquaintance with a criminal history of violence and stalking. I plan on keeping my Texas residency. I did not know that it took 60 days for an application to be processed.
Is there a way that I can get her trained and submit her application for approval, receiving a permit before our departure? If not, is there a way that the card/permit can be forwarded to my new address?
We are sort of desperate, so any suggestions will be greatly appreciated.

How 'bout do the class, pay the fee$, do the submittal/s, etc. and give the USPS a forwarding address?

How about getting a Virginia non-resident concealed carry license? It will be honored in Texas when you come home on vacations, etc., and will allow you to carry in Virginia. Then, if your orders ever take you back to Texas, you can get your Texas CHL here.

The question of residency doesn't really make a difference here. People can get a Texas CHL whether they are resident or non-resident. The real requirements are the training must take place within the State of Texas and DPS must have notification of any change of address. Since you are still here, she can take the training. Once you move to Virginia, she will need to update the address with the DPS. She can have a Texas license with the Virginia address.
Alternatively, she can spend an hour online taking the Virginia training and get a Virginia license.

Shoulda, coulda, woulda... I had things lined up in the past but life kicked in causing me to cancel. I can get into my reasons and situation, but I still am where I am.
Thanks for the constructive input so far.
I am looking at the Virginia non resident permit as a very real prospect. In the meanwhile, I read that they have a fairly liberal open carry policy*(of course, certain areas are restricted). That will work in the meanwhile.
So the license initial Texas permit can be forwarded to me in a different state? I was informed by an instructor that the post office cannot forward the license to a different address, even with a re-route on my mail. Is this not the case? I do know that once I have the license, the state must be notified of any change of address.
I tried calling the state, but there has been no success in connecting with anyone yet(had to hang up after about 30 mins).

Is there someone living at your Home Of Record address in Texas? That will be the address on your license and where it is mailed to. if so, when the license comes in they can put it in another envelope and mail it to you.

Virginia is pro gun and unlicensed carry is legal if you don't hide the gun.
You can get a Virginia license pretty easily once you're there, assuming a clean record, if you want the option to carry a hidden gun.

VA license is simple to get. The only training required is proof of proficiency, which can be demonstrated in a variety of ways.
And the fees are much less than TX as well.

Thanks for the great tips.
As a follow up, I was able to get through to the Texas Licensing Officials. Just for future reference, I was informed that there is a spot where I can enter a shipping address. I was informed that it can be shipped anywhere, even out of the state. This solves my problem. I will have the permit shipped to a relative in Louisana, just in case it is shipped before I receive my permanent housing billet.
Unfortunately, my orders have me working at Coast Guard Headquarters, in Washington DC... :-( I will be living in Virginia. I have an application for housing at Ft Belvoir.
As a follow up, I was able to get through to the Texas Licensing Officials. Just for future reference, I was informed that there is a spot where I can enter a shipping address. I was informed that it can be shipped anywhere, even out of the state. This solves my problem. I will have the permit shipped to a relative in Louisana, just in case it is shipped before I receive my permanent housing billet.
