Residency for current CHL holder

I think I know the answer to this, but thought I would ask.

Someone wrote me; he has a current CHL from Tennessee and just moved to Texas. Wondering if the 6 month residency requirement still applies to him.

They removed the six month waiting period for immigrants when they authorized non-resident licenses. In an uncommon display of common sense for Austin, they didn't create the absurd situation where someone would be eligible to apply the week before he or she officially moves, but ineligible the week after moving.
