2005 Reciprocity

One of the laws passed in 2005 was a change to the Reciprocity requrements.

Will that change allow Texas to enter into agreements with:

Alabama
Alaska
Delaware
Indiana
Ohio
New Hampshire
Missouri
Michigan
South Dakota
Virginia

Alabama is going to be tough...They got to do some work on their end to be able to do a deal with us...And they don't seem to be burning up to do that...

Those other States could be done, but we may have to do some real digging on some of those to see if it is do-able right away...

But some of those might not be anything more than Gov. Perry and our AG knocking heads with their counterparts in those States and getting it done...

I would think New Mexico is about ripe for the picking though...

Here is my previous list

These states have com off the list in September:

That still leaves:

Then there is New Mexico. If we're lucky, they may join the reciprocity states.

Real progress has been made since 4/19/2004


I just hope Texas will continue at the current pace.


Is there any concern that a new AG and/or Governor will reverse some of these agreements?

West-by-God-Virginia would be nice too. There is still some question whether I can carry in WV on my VA Non-Res permit. WV is an open carry state, but the thought gives me the willies about landing in a WV pokey if the LEO''s are not supportive.

You can pretty much hang up on Alabammy. I believe the AB permits are issued by county and not all counties have the same requirements. :x

AB can be had with a Florida permit. :)

My New Hampshire non-resident permit allows me to carry in Alabama but it sure would be nice to have one less card in my wallet. Come on BAMA! Get it together!

As the statute is written, a new AG and/or Governor cannot simply void the agreements. If the other state meets the Texas reciprocity requirements, then there is no discretion for the AG or Gov. under Texas law.

However, another Morales-style AG could take another look at other states laws and “determine� that they do not comply with Texas’ reciprocity requirements and issue a report to the Gov. He/she would then be in a position to abolish the agreement. All of this is very unlikely, unless there are some substantial changes to another state’s CHL statute.

If we do get re-run of the Richards/Morales fiasco , then the Legislature would probably amend the CHL statute to provide for blanket recognition, so long as the other state recognizes Texas.
