Don't think I've seen this talked about before.
Can a student be under 21 (no military) when he takes the class if he'll turn 21 before applying? (Does he have to be 21 before taking the class and qualification?)

According to this post in that thread (viewtopic.php?f=7&t=41207#p510308" onclick="window.open(this.href);return false;), as long as the CHL-100 is still valid when they apply after their birthday, its acceptable. So theoretically they could apply up to 2-years before their birthday -- though I agree that isn't a good idea.

I don't know any age restriction for the class. Whether or not the certificate is still valid when they apply is another question and worth mentioning to a young student. However, I wouln't refuse a 20yo who wants to take the class any more than I would refuse someone with a student visa or a 2010 DWI.
