Who knows? He could have been walking somewhere with the intent of harming someone else before killing himself. The officer may have saved the suspect from taking his own life.
That evil twin almost got me in trouble a couple of times when I was the first responder or paramedic on such a scene. Luckily, I never had to make such a choice in the real world situations.
