The guy did threaten to kill himself. He faced the officer whose dashcam recorded all this and had the rifle pointed up under his chin and the officer said, you don't want to do this, before the guy turned back around and kept walking. Who knows? He could have been walking somewhere with the intent of harming someone else before killing himself. More details to come.
Sometimes, my evil twin sneaks up behind me to whisper in my ear "so, he is threatening to kill himself? Let him. Intervene only if it's likely that he'll harm someone else while ending his own life."

That evil twin almost got me in trouble a couple of times when I was the first responder or paramedic on such a scene. Luckily, I never had to make such a choice in the real world situations.
