Is it possible to kill a bill by simply amending it to death with umpteen zillion amendments? Seems like there would be a workaround - like the speaker could stand up and say "OK, just vote on it the way it is, yea or nay."

SB19 isn't going to be killed. They're just running the clock down so SB11 doesn't come up or doesn't have enough time to discuss all 100+ amendments.

I was talking about SB11, not SB19. Can they deliberately load a bill up with silly, pointless amendments, just to sink it?

There was no deal. I've thought that all along. It's all been a power grab. I'm sure Strauss slipped Patrick a note that says, "If you say GULLIBLE slow enough, it sounds like ORANGES". And Patrick is still talking slow.
