Finally!! I get some time away from a computer, the phone and bills. I'm going to lay on the soft with my dog, my HT (hams know what I mean), the remote control and watch TV. I need some mindless time off.

I am excited that HB910 made it. It is a good bill that all of us will benefit from at times (for me, it is primarily when I go to the range to instruct). I am still hoping that we get SB11 passed. My day job is at a very big local University that will restrict us from conceal carry if they can. I really do not want to continue doing what I have to do when I am going and coming from work. Many people state they don't see why campus carry is that important but when you are a person that carries at all times except when you are at work, you would understand the frustration of working at an institution that you pay taxes to that doesn't allow you to carry.

I work IT in an Austin hospital. Trust me, I feel your pain.

Charles, thank you so much for the hard work you put in, along with everyone else here who put in the effort to get HB910 passed. I'll admit I was losing hope and had almost resigned myself to not seeing OC this year.

You're confusing campus carry (whose still-pending bill has been amended to a 9/1/16 start) with open carry (which was amended to a 1/1/16 start).

Thanks for clarifying for me. It was the wrong date. I just looked at the committee report and its stating 9/1/15. I wonder if they edited it?

What is next for this bill? Does it have to have concurrence in both houses?

Yes I am late to the party but I want to thank Charles for his efforts and hope he can kick on the amp and work a little dx from that sofa if he is so inclined. I don't see him with a key strapped to his leg though!

What a roller coaster ride this session has been. Although we got OC passed and still have a slim chance for CC, there were many good bills that were sacrificed to do so. In fact, I think these are the only two 2A bills that have made it this far. At least from all of them I had tagged they are the only two. There may have been one or two I wasn't watching but look forward to a close out post or article from Charles when the session is finally over.

To Charles and all of you that had time to keep us constantly informed, thank you. And a special thank you to Charles for all of the hard work, time, and effort you have spent not only this year but years past as well. I know for you it is a labor of love but this session had to be one of theist frustrating.

Now folks, it's time to start looking at the next session. Who do we want to represent us in legislation? Did your representatives and senators vote how you felt they should, not only on 2A but other issues as well? If not, what can you do to change it? What can we do to limit the leaders of OCT and OCTC from hampering our efforts with their antics?

Besides HB910 and possibly SB11, SB273 was a HUGE win and one that took several sessions to accomplish. Another big win was HB905. Smaller wins include HB473 and HB554.

If that is it, and I read it correctly, by default concealed carry will be legal on "campuses" which includes buildings and lands owned by the university/college.

Private or independent schools can take action to opt out of concealed carry. Public ones do not have that option.

No open carry.

(1) "Campus" means all land and buildings owned or
leased by an institution of higher education or private or
independent institution of higher education.
...
(b) A license holder may carry a concealed handgun on or
about the license holder's person while the license holder is on the
campus of an institution of higher education or private or
independent institution of higher education in this state.

(c) Except as provided by Subsection (d) or (e), an
institution of higher education or private or independent
institution of higher education in this state may not adopt any
rule, regulation, or other provision prohibiting license holders
from carrying handguns on the campus of the institution.

(d) An institution of higher education or private or
independent institution of higher education in this state may
establish rules, regulations, or other provisions concerning the
storage of handguns in dormitories or other residential facilities
that are owned or leased and operated by the institution and located
on the campus of the institution.

(e) A private or independent institution of higher
education in this state, after consulting with students, staff, and
faculty of the institution, may establish rules, regulations, or
other provisions prohibiting license holders from carrying
handguns on the campus of the institution, any grounds or building
on which an activity sponsored by the institution is being
conducted, or a passenger transportation vehicle owned by the
institution.

The tweet says colleges can opt-out, put the link she provided has the same text as 74novaman posted - and that text does not include an opt-out provision. I guess we'll have to wait and see...

I hate that opt-out provision because we all know it will abused but if that's what it takes to get this done, so be it and we can work on a fix next session.

Like OC, just get something on the books!
