Biden's idiocy aside, if Chaney stayed there after 9/11, how does the December 2002 construction tie in?
The bunker would have to have been usable 15 months prior.

Maybe they made it more spacious, and updated the equipment? "Pimp my Bunker" after the VP complained during his post-9/11 stay?

Well, we all know Dick Cheney is an evil genius
(and a hero who probably was responsible for saving countless American lives over the last several years, but I'm just guessing and voicing my opinion); he probably has a time machine and a secret volcanic island with an underground laboratory where he rides his Segway next to the lake of magma.
