Are we sure these were cops? This sounds more like a Mafia hit ... two to the back of the head with a .22 up close, then dump the victim in a trash can. Night night kitty.

I really shouldn't go into it, but a 6 lb cats head isn't big enough to make for much expansion of a hollow point.

Depends on the bullet, I suppose. A .22WMR ballistic tip makes a pretty nasty exit wound on a skunk's head, which is smaller than a typical adult cat's head. Not much need to go into the shallow expansion depth of certain extremely-high-speed bullets, since I doubt the cop was using an AR pistol or Thompson Contender with Barnes Varmint Grenades.
