Why is this Las Vegas event reported in Fox news Boston?
I was 50' in the air in a knuckle boom tightening the nuts on bolts that were holding 2 x two ton steel beams together. It was mid July in Missouri so it was high 90s with 1,000% humidity. The beams were just being put up so we were not tightening them all the way just using the HUGE wrenches that we had. Well, my hands were filled with sweat and my wrench slipped out of my hand and fell. Right at that exact moment in time the big boss, the one that NONE of us liked, walked right underneath me without a hardhat on (he was not too bright). That big old wrench went flying by him and missed him by mere centimeters. He looked up at me and nervously laughed a little, like I said he was an idiot. My boss comes over tells me to get down now! He looked me dead in the eye and says in a loud voice...
"If you ever do that again...and miss, your fired!"
He then poked fun at me and sent me back to work.

Here goes my heartless attempt to understand why the girl was given the citation.
What if it wasn't to protect the driver, but instead to provide him with the means to get his vehicle fixed by the parents' insurance? If the driver was not at fault wouldn't he need this?

I don't mean to sound harsh, but what insurance? What kind of insurance covers damage to a vehicle caused by a pedestrian?... get his vehicle fixed by the parents' insurance?

When we lived in Illinois, our homeowners insurance covered "voluntary acts" that occurred elsewhere. I think this was supposed to cover incidents like throwing a baseball through a window. However, I never had to make use of it.
Our policies in Texas have no such clause.
If you run the front end of your car into something, you pretty much have to use collision or comprehensive. Otherwise you get to eat the damage.
I'm not sure how much damage a 13-year-old girl can cause. I know deer do a number, and even large dogs can leave a mark.

This happens all the time in the east bound lane of Seawall Blvd. in Galveston.
