So, if I live in Texas, but obtain a Florida CCW or CHL, do I have all the same rights as a Texas resident and a Texas CHL? What is the benefit of obtaining an out of state license? Or what are the restrictions of having an out of state license?

No. The two big ones lacking are GFSZA and NICS exemption.

Depending on the issuing state: cost, convenience, which other states honor the license, and GFSZA exemption in the issuing state.

Depending on the issuing state: cost, inconvenience, and which other states don't honor the license. Plus the aforementioned lack of GFSZA and NICS exemption in Texas.

So, from a purely economic stance, looks like it depends on whether you think you will ever renew the license.
Arizona is showing 75 days. Is UT or FL quicker?

If I remember correctly, it took a little over 3 weeks to recieve my Florida license. That was in March of this year.

Utah is taking about 50 days right now.

Doesn't a Texas resident need a Texas CHL now before Utah will issue?
