This is unfortunately the case.

Place em on the masters (US Govt.) land ... Section 8 housing/projects...

Give them JUST enough sustenance to survive... Entitlement programs...

Keep em uneducated... Check out the HS drop out rates or low scores for many predominant minority schools...
Allow the pervasive debilitating idea that moving up is selling out but tell em they should better themselves but slap em down by telling them they're not as smart or as good as everyone else by giving them allotted or affirmative action slots by reducing the bar at which they need to reach to qualify...but spin it by telling them they deserve the special treatment by a healthy dose of class/race division by politicians

But MOST importantly make sure you keep the lie fresh and relevant so they themselves replicate and continue the life by voting in the ones who keep them down!!

If I was a protected minority who was told I wasn't smart enough to obtain a job or enter higher education without special concessions I think I would be pretty offended!! But that is the world we have made for us...

Some people find joy in $200 sneakers, I find joy in $1000 chunks of metal. Everyone needs a hobby. I'd rather have my tax dollars by a fellow American a pair of kicks than to fund the Pakistani version of Sesame Street.
