Birdshot is deadly at very short range because the closely clustered pellets create a large wound and with their high initial energy penetrate much further than they would when spread out and traveling more slowly at distance.

I don't believe the Officer was hit by a full load of shot. He would have at least have eye damage if he had. I have regularly spit shot from a dove breast which was kill at distances greater than 50 ft. I personally use # 1 buck for HD. However. I'm not volunteering to take a full load of birdshot to the face at 50'.

I had an older dove hunter in a hunter ed class around 10 years ago who had taken a hit from high brass 6s at 90 yards. One pellet went smooth through the web of one ear. 4 more pellets buried so deep in his neck and face that his wife, over a 2 1/2 day period, was unable to remove them with tweezers. How do I know this? I got to look at him for 5 hours on the front row on the evening of the day a doctor did what his wife could not. Not pretty.
