They can try it while their people sleep in county lockup. How many individuals do you think will continue to grope and peek if they know it mean at least a night in jail and a nice long drawn out lawsuit? I'd suspect that pending felony charges would put their airport security clearance at risk too.

A federal employee criminally charged while performing work related job duties (whether Constitutional or not) will result in the case being removed to the federal court.
See 28 U.S.C. Section 1442
http://www.law.cornell.edu/uscode/28/1442.html and Idaho v. Huriuchi
http://caselaw.findlaw.com/us-9th-circuit/1430138.html For civil penalties under the second bill, I believe the feds (DOJ) would defend (FTCA).
I'm afraid that's the way it is...(Patrick Henry & Samuel Adams would say "told ya so")
edit...all of this IMHO - IANAL.

With all the "TSA feeling up some kid" videos on YouTube, I'm surprised it hasn't already started. I certainly can't condone such things, but the prosecution probably wouldn't want me on the jury. (Though, for that matter, I don't know who they
would want. Childless authoritarians? I dunno.)

Same. I won't outright support it, and I sure as hell won't be doing it myself, but I really can't see myself feeling too bad for some pervert reaping the consequences of his actions, or wanting to see the conviction of a father defending his family from sexual assault.
