Is DPS Renewal packet needed for CHL class?

Hi there,

I apologize for barging in to this forum since I'm not an instructor, but I thought someone here could help.

Is it required that I have a renewal packet with me to take my CHL renewal class? This is my second renewal if that matters. Instructor says I can take the initial CHL class without a packet but DPS now requires the student to have the renewal packet for a renewal class.

That doesn't make sense to me, and I read the regs and statute and dont' see that requirement. Of course, I could be missing it. Can someone point me to that requirement or tell me if I need the packet or not?

Part of the problem is I've been waiting for weeks for my renewal packet from TxDPS and my bday month is October. Ulp! And, of course, at the last minute I'm told there's a 48 hour cancellation policy for my class.

p.s., in case anyone is wondering, I've already contacted DPS and asked them to resend the renewal packet. The first was sent 3 weeks ago so it must have gotten lost or not sent.

Rod - welcome to the forum!

Maybe you just had a miscommunication with the instructor. You need that renewal packet to send in to DPS after you take the class, but it is not necessary for you to have it in hand to take the class.

We have renewals all the time who, just like you, didn't get their packet in time for the class. We keep extra fingerprint cards, photo cards, and affidavits just for this. If your instructor will just give those to you out of a new packet, then you put those together with your renewal paperwork when you get it from DPS, and it all works.

If your instructor doesn't want to accomodate you with those items, then I suggest you look for someone who will. With an October birthday, you don't have much time to waste.

Thanks for the reply and it all worked out.

However, I'm sorry to say there was no miscommunication, as the store manager (not the actual instructor) and I went round and round :boxing on the issue he repeated emphatically "No, you must have your packet to take the class. The regulations changed in the last 5 years or so, probably since you took your last renewal. It used to be that you didn't need it, but DPS regulations now require you to bring your renewal packet to class. The person you talked when you signed up who told you that you don't need it may have been referring to classes for new licenses. You don't need the packet for the class for new licenses, but you do have ot have it for renewals." :rules:

It was such garbage it was unbelieveable. "rlol" I suspect what he didn't want to do was refund my money, because when this surfaced all of a sudden (this had not been previously revealed to me) there was a 48 hour cancellation policy. Unfortunately I've previously dealth with this person and he's a blow hard know it all.

After I posted here, I read of the regulations, and called DPS to confirm my side. Then talked to the store owner the next day and resolved it.

Owner: "I don't care if you have your packet or not. You may have to come back and have them fill something out but as far as I'm concerned you can take the class."

Me: "Thanks, that's what I was hoping."

Since he was so nice I don't want to reveal the name of the range. Suffice to say, not everyone knows what the heck they're talking about, but I was able to call up my previous CHL class "dispute resolution" training to resolve the situation! :tiphat:

Sorry to post so many times, but I was notified by a forum moderator that my post included inappropriate language and had to be corrected. I'm humiliated because on (very brief) reflection the moderator is correct, and it's disappointing to me that I did something like that. Truth is, regardless of the forum rules, it was inapprorpriate. Please accept my sincere apologies. :oops:
