Buying a vehicle with no title

I see vehicles listed all the time on ebay / craigslist that say they don't have a title. How can people sell a vehicle with no title, and if you buy one, can you then get a title for it?

What they probably mean is that they don't have THE title, because the bank still holds it until they send in the payoff. In some states (OK is one I believe) the individual holds the title even if the bank has a lien on the vehicle, but this is the exception.

You can file for lost title, or you can get a bonded title if one is not available (get a good bill of sale though)
