What's the best way to report consistent suspicious activity

This morning, I pulled into the parking lot at my office building. We work right next door to a Wendy's, which (at least this particular location) does not serve breakfast. There was a man sitting in his his vehicle - I parked nose to nose with him, but paid little attention to him. Our parking lots are separated by a landscape island. I grabbed my stuff, went upstairs to our second-floor suite, and put my lunch in the fridge and grabbed a soda. As I stood there, I looked back out the window and saw that same vehicle, but now it had a Lexus SUV with 48" Bling Bling wheels, and the Lexus was backed in so the two driver's doors were next to each other. I saw them "shake hands", and go about their way. They were probably parked next to each other less than a minute.

This sort of thing happens very often - I'd say a couple times a week at least, with different cars all the time, and at various times throughout the day.

What's the right thing to do here? Record the license plates and call it in? Or simply ignore it?

Most police departments have a non-emergency number that you can call to report that kind of thing. Parking in the parking lot of a business that is closed is technically criminal trespass in many cases, and the police have reason to investigate it.

Call it in. Let the police figure out if any real crimes are being committed.

I tell people to usually trust their guts.

If you have the time and resources, take a few pics/videos for submission to the LEO's, from a suitably inconspicuous location. A couple different days as examples might help.

Okay - I have the perfect vantage point. Heavily tinted office building windows, 2nd story view looking over the parking lot, only about 30-40 yards away, and a nice D-SLR camera. Only problem is a few tree branches in the way, but I should be able to at least get license plates without much trouble... Thanks for the input everyone - wish there was an email address I could submit these to.

If you wanted to you could go onto PublicData.com and put in the license plate numbers and see if its the same person different cars. This would also allow you to run a quick background check on them and see who your dealing with. Just an idea...
