1861 - The Confederate States of America adopted its constitution.

1888 - A rainstorm turning to a blizzard hit the East Coast. It caused more than 400 deaths and is considered the worst blizzard in American history.

1941 - President Roosevelt signed the Lend-Lease Bill, giving aid to European allies.This bill overcame political opposition to U.S. involvment in the war.

1942 - Gen. Douglas MacArthur left the Philippines in the face of an irresistable Japanese force. He vowed: "I shall return," which he did in 1944.

1985 - Mikhail S. Gorbachev became President of the USSR. Few foresaw at the time that he would be the last.

1990 - The Lithuanian parliament voted to break away from the Soviet Union and restore its independence. Lithuania, along with Latvia and Estonia, had been under the heel of the USSR since WW II.
