I wouldn't want my CHL issued by the federal government it would be too easy to take away and restrict. I think it would be great to have reciprocity across all states but I don't think the federal government needs to have a hand in it. This could cause more problems then it solves especially with states like Kalifornia where they would probably still arrest you regardless of federal regulation.
