App Transferred to Legal Dept

Howdy Y'all,
I've had my app in for a little while, online it showed processing on July 17th.
I called DPS earlier this week, the lady that answered said it was being worked on by Technician so and so, she transferred me to her line, of course she didn't answer so I left a message. Her message emphatically said she would return my phone call, but she never did.
Today I called to followup and the lady answered told my my app had been forwarded to the legal department. She transferred me, and again, no one answered and I left another message.
Now I'm nervous, does anyone know if that a good thing, or a bad thing? (I can't think of anything good ever coming out of a legal department!)
Oh well, just wondering and waiting like everyone else.
