Seconds, hours and weeks are arbitrary units. Our current system of 28/29/30/31 day months is once again just an arbitrary hack to make the solar year mostly come out right.
Where it all gets crazy is that the "beginning" of any of these recurring cycles is once again arbitrary and most likely based on a political event rather than a natural event.
