They happen on Special weekends that APD sees as weekends when lots of folks will be out drunk driving, New Years,Halloween,etc.
So if you are suspected of DD you can not refuse to take a breathalyzer test and if you do they will try to draw blood and if you refuse that they go to the Judge that is working that weekend all night and will have a warrant drawn up to force you to have a blood draw.

IANAL but normally when you refuse they charge you and arrest you and wait for the DA and judge to figure it out. The problem - as certain members law enforcement/prosecutors see it - is that refusing to submit to a breathalizer or blood sample makes it harder for them to prove you were intoxicated. The "no refusal" idea is a way to force you to provide that "evidence" they need for a swift a decisive conviction.
My $0.02: This is a clear violation of the 5th Amendment and absolute travesty that law enforcement, prosecutors, and even some judges in this country apparently would acquiesce to such Gestapo tactics.
This "no refusal" nonsense actually upsets me more than the gun show issue, but both are very upsetting, very unconstitutional. Furthermore, this guy has a strange way of working with those below him - fighting at least three of his subordinate officers in court regarding proper/improper termination - and he cowtows too much and too quickly to the typical criminal-as-victim crowd any time an APD officer righteously shoots an armed suspect, especially an armed suspect of color. Now, he didn't inherit this problem - there were Federal investigations into APD's treatment of minorities before he was hired (some would say this is why he was hired). And he hasn't simply sold out his entire force - he does stand up for righteous shoots. But he will still dangle one of his officers over the frenzied hordes long enough to give himself political cover. The most recent case concerned a young black hoodlum who was shot by an APD officer when the young hoodlum (awaiting trial on a previous armed robbery charge) reached for a gun. The typical blame-the-police crowd called for blood, and Acevedo gave them a taste of it by overly - and publicly - chastising the officer for failure to activate his squad car camera. Nevermind that many other agencies of this size have cameras that auto-start or that this was not some "routine" traffic stop, but a stop of a car that had been reported as suspect in a drive-by shooting. Gee, our local cop stops the bad guys, arrests two of them and shoots the third before he himself is shot, and you bust his chops for forgetting to TURN ON THE CAMERA!
Anyway, I'm rambling. I haven't lived here all that long and actually don't live in Austin city limits. But from what I've seen and read, this guy has rising politician written all over his police "jacket".

No kidding. That guy is the last thing Dallas needs. I wonder if they are having any council meetings to make final selections? Living in Plano, I don't think they would care what I think, but maybe some folks from Dallas could show up and make themselves heard. I am not sure what it is folks are suppose to say about the guy. Some of the Dallas council members may see his tactics as beneficial. He's trying to get the city council to put in a whole bunch of CCTV cameras up to help curb violent crime. (Which is extremely marginal at best for a city of this size.) He's also trying to get a second "fusion center" put in which is a federal facility that "coordinates" intelligence between law enforcement agencies. They are most notable for issuing the "Right Wing Extremists /Domestic Terrorists" memo.

From what I've read, Chief Kunkle has actually done a good job managing Dallas PD. He struck me as a guy who really cared about his work and his officers when he cried on TV during a press conference after a Dallas LEO was killed while serving a warrant.
I honestly hope they pick someone from within the department.
