Because it's illegal for a ships crew to defend themselves with firearms because of international law. If only those dang pirates would follow that law now, pesky little things those pirates are

They are just misunderstood people... all they want to do is redistribute wealth. Maybe they need to send their resumes to Capital Hill and work for Congress.
