Harris County to have "no refusal" summer

Harris County Sheriff Adrian Garcia announced a crackdown on DWI after drunk drivers killed five people in two weeks. If a driver suspected of DWI refuses to take a breathalyzer test, police will obtain a warrant for a blood draw.

Liquor vendors are sponsoring a program called "Alert Cab" that offers a free taxi ride home to drunks. (I can't find a phone number.)
