Galveston: Letter to the editor re police and CHL

This letter to the editor of the Galveston County Daily News contains a sentence that must have a story behind it, but I don't know what:
When a police officer asks you why you’re showing him your concealed handgun license, he isn’t well trained.
The letter has the heading, "Some Police Officers Are Inept."

It would be interesting to see the facts that prompted that comment.

As a former LEO from about 45 mile north of Galveston, I would agree that under the scenarios presented that would be one incompetent officer that either needs more training or fired.
