Is this a precursor to what the Texas Legislature is planning for Utah Licenses?

The proposed measure states that Philadelphia will not recognize out-of-state carry license held by Pennsylvania residents, unless the individual also holds a Pennsylvania concealed carry license.
The NRA, naturally, is against it.

I would like to remind some people that PA is an open carry state and is generally recognized to be friendly to gun rights. If it can happen there, it can happen here. And this is exactly the kind of fallout that many of us warned could happen in Texas if disreputable vendors pushed the Utah CFP as a way to circumvent the Texas CHL. But what do I know?

Phily is like a super-city which has its own gun restriction that counter the state laws. Kind of an exception.

Philly is a crime filled crap-hole ran by a mayor with similar methodologies to NYC and Chicago.

I am starting to see a trend here. Colorado, Florida, Michigan, South Carolina, Maine and New Hampshire currently don't recognize concealed weapons permits unless you are a resident of the state your license is issued in. Colorado changed their law back in 2007. Now Texas has now has a proposed bill to restrict it, as well as this one in PA. Not sure how long the others have not honored a non-resident CHL, maybe since inception of their concealed carry laws.

I do not like Texas Resident to acquire NON-TX CHL to carry in TX. If you can get TX CHL and learn TX laws and afford to pay the fee, (low income earners have a discount too, no?) I think there is a problem here if you seek something else.

Yeah! If cops want to carry off duty, or after they retire, they should have to get a second amendment license, same as the taxpayers who pay their salary or pension.

This is something the military is complaining about.They move around so much most have Non-resident permits.If this passes most will not be allowed to carry due to there Non-resident permits not being valid and by the time they get a Texas permit they are reassigned someplace else.Some of these guys have a DL from one state and a CHL from another and so on.
Don't forget about the resident that have Non resident permits from other states but are unable to get a Texas Chl due to a restriction only recognized by Texas.

I don't see that happening because of their U.S. Military ID card. That puts them in a completely different catigory.

Some of the guys i shoot with from Fort Hood have voiced a concern about this.I cant see how a military Id will over rule a state law.If a Non Resident permit is not recognized for any other resident why should theirs be recognized just because they are military.They live in Texas same as everybody else for the time being

With the Military it would only effect them if they had a Texas DL.

With the Military it would only effect them if they had a Texas DL.
Without the Military it would only affect them if they had a Texas DL.

IOW, if someone lives and works in Texas but has a Florida DL and CWL, they're covered the same on paper as a tourist from Florida or Utah. Unless Texas completely eliminates reciprocity, that loophole will remain.

It depends what you mean. There are full-time RV-ers who have a DL from a state even though they don't have a permanent residence address in that state. There's also the military example and students too. There are even people who don't drive and don't have a DL and there are ways to work that too, especially if you have friends or family in one of the gun friendly states.
