So the state of Florida passed a law that made it illegal for localities to pass or enforce firearm restricting laws. Officials who pass such laws may be fined $5000 and removed from office. The law making local gun laws illegal has been around since the 80's, but wasn't previously enforced.

Not enforced how? If Tampa illegally made something illegal, and I was arrested for breaking it, wouldn't "the law itself is illegal" be a valid defense?

Not enforced in the sense that there was no penalty for counties and municipalities who violated preemption. The new law puts some teeth in it.

Seems kinda like Texas' Preemption law, but makes cities clean up their ordinances, or get fined, instead of the letter writing/ e-mails we have to send to educate the cities to remove signs and update parks ordinances etc
