Just to provide a sense of urgency, I think the date of ratification should be scratched out and "December 18, 2012" penciled in...

Done (to the best of my Photoshoping abilities).

EDIT: December 18, 2012 is the day after the electorate casts their votes, so the 18th would be the first day Obama would know if he is guaranteed a second term.
