I think I'll send it to the Grapevine PD chief. In Kali I sent them to the county sheriff since they were the CCW issuing authourity and most city PD's defered to them.

I sent mine to the Chief of Police for San Antonio...had no issues getting the license.

The ATF paperwork states that the copy to "local" law enforcement is purely informational but I still like to make sure that every "I" is dotted and "T" crossed. In Kali I got the sense that it was the county sheriff that was the person to mail it to but didn't know the Texas practice...
