Harris County Flood Control ROW signs

I often explore drainage ROW areas in search of interesting photo shoot locations.

In Harris County I often come across signs like this:

I get the typical invalid "no guns" language, but what irks me is that such public space can be deemed "No trespassing".

A few years ago I asked the county about this and their response was that casual visitors were OK but the signs gave law enforcement more authority to prosecute malicious activity.

I don't see a problem for someone with a CHL. There's no 30.06 notification.
I am not and have never been a LEO. My avatar is in honor of my friend, Dallas Police Sargent Michael Smith, who was murdered along with four other officers in Dallas on 7.7.2016.

My bigger concern is a blanket "No trespassing" notice on public land commonly enjoyed for recreation.

Now then, if the sign stopped with, "NO TRESPASSING", It would apply to everybody and there would be question as to its meaning or intent.

I'm not familiar with signs like this. Maybe one of you Houston folks could chime in. Is the land fenced or anything?

What's the big deal? If you drown behind the sign, the county can say they told you so and the county is covered. Guns are incidental.
