I don't know, but obviously arresting their own buyers will cause some lower level heads to roll. Imagine the audacity! Breaking up Fast and Furious II by mistake.
In all seriousness (sadly) this sounds like rationale for them keeping the de facto gun registration the BATFE has going in the border states.
Putting a few of their own in jail is a small price to pay.
