While I agree with your statement, I don't think the "rules are for the little people" aspect is limited to Liberals, though I admit that they seem to grab it with relish. The GOP "establishment" is equally guilty of both the thinking and the failure to act to correct the problem. For example, travesties like the Capital barbershop and pharmacy are shared by both parties. The insider trading that is going on in Congress is shared by both parties, too - with impunity.
