Moving to the area soon. Questions about CHL.

Hi folks. My name is Leo, and I will be moving to TX from KY in a few weeks to take a position in Lancaster (immediately south of Dallas). Texas will be the 7th state state I have resided, and I want to make sure my CHL goes through without a hitch once I meet the 6 month residency requirement. I say this because I had a horrible experience going through the LTC process in MA (in my town, they would only issue licenses to carry with restrictions that actually prohibited carrying firearms). That said, I want to make sure I know of any municipalities who might work in a similar fashion in the South Dallas area... so I can avoid moving there. I am looking at Dallas, DeSoto, Cedar Hill, Lancaster, and surrounding areas as far as maybe Waxahachie. Thoughts?

Come on down, we've got plenty of room! As far as municipality restrictions go, there are none. Just state laws to abide by that are consistent statewide. I'm sure if I am a little "off" on this, someone else will chime in. And welcome to the Forum!

6 month residency requirement is no longer applicable and you can apply as soon as you establish residency with a drivers license and copy of an electric bill.

And, as mentioned, we have state preemption, so municipalities cannot restrict you on an individual basis and must go by state laws.

Your Kentucky license is valid in Texas, so you can continue to carry while you establish residency here.

However, you have 30 days to notify KY of your change of address, at which time they will revoke your KY license (in KY, whenever you cease to satisfy the conditions for issuance or renewal of a license, it's immediately revoked). If you choose not to report your address change, you may be subject to a $25 noncriminal penalty.

So don't mess around and waste time getting your TX driver's license.

As a Mass native myself, I am aware of the intense anti-2A, anti-CHL atmosphere there.
There's at least 2 levels of licenses to carry. The one most people get is useless for actually carrying,
while the one more like a Texas CHL can be just about impossible to get.

One of the members of this forum, whom I shall not name here, waged a hard-fought battle with the authorities
in a "South Shore" Boston town to get the REAL Mass. carry plastic. The police chief was not fond of him for exercising
his 2A rights, but he eventually got the Texas-like CHL.

Although some here might beg to differ, I feel that southern Dallas County, where you will be moving, is good cause
to have a CHL and to carry 24/7. Oak Cliff (the hood) is just up the street from your intended residence.

I live in Denton County, where it's all sweetness, light, and daisies. :-)

Welcome to the Lone Star! By the way, what gun(s) do you own, and which one(s) will you be carrying once you get
your "plastic" (meaning your CHL)?

As others have stated, state laws are the only thing you need to worry about related to CHL. That being said, of all the places you mentioned I would strongly recommend Waxahachie over the others. My second choice would be the better areas of Cedar Hill.

I am more a rifle guy, but I do have a few carry options. I currently carry an XD45C, but also have a 4" 1911 (Thompson Pitbull). The wife carries a Sig P238, but also has an XD9SC. I'll likely pick up an LC9 soon, as I am always concerned I cannot adequately conceal the silhouette of my .45s.

Thoughts on the following towns (The wife's getting a vote, and amazingly, my driving radius is going up):
Garland
Mesquite
Grand Prairie
Farmers Branch

I chose Grapevine when I moved here from California, despite my job at the time being located in southwestern Dallas (near Inwood & 35E). The commute was definitely worth it. Both Dallas & Fort Worth are large cities, and both have most of the "issues" which affect large cities......and there are parts of town where those issues are more apparent than in others. Garland, Mesquite, and Grand Prairie are worth looking at, but be advised that they have some problem areas too. I haven't seen that much of Red Oak, but what I've seen looked OK.

One thing you're going to want to take a hard look at is property tax rates. Texas has no state income tax, and so property taxes are consequently higher here than they are in California, for instance. Generally speaking, you want to be outside of Dallas Country where the tax rates tend to be substantially lower.

I got a Personal Property Tax bill back in the 1970s for a car I had registered at an address in Dallas (a church address), though I lived and mostly parked at night, in Richardson at that time. Apparently the city taxes your car every year?
