Forces had argued the cut-outs would boost public confidence, deter criminals and make the police more 'approachable'.
:headscratch Can someone "splain" that to me?

Some cities park empty patrol cars around so people slowed down at those locations. One particular city would move the car to a new location whenever people started leaving boxes of doughnuts on the hood. (true story, but I'd have left the car there and gotten the doughnuts daily)

OK, I get the parked cars. When you first happen upon them, you assume an LEO is running radar. I've ... uh I mean some friends of mine, have gone into emergency decel topping the hill and spotting an MPT.
But a card board picture of a cop? Really? That's going to deter criminals and boost public confidence?

Makes sense to me that sheep who believe a sign has magical powers to render someplace free of all firearms would also believe that a policeman sign would also have magical powers.

It could be that the robber was having a party ala "The Loney Guy" and needed security.
