Forces had argued the cut-outs would boost public confidence, deter criminals and make the police more 'approachable'.

Some cities park empty patrol cars around so people slowed down at those locations. One particular city would move the car to a new location whenever people started leaving boxes of doughnuts on the hood. OK, I get the parked cars. When you first happen upon them, you assume an LEO is running radar.
