If one had a CHL in the past and foolishly did not renew 5 or so years back does the process to get a CHL start over from scratch? Thanks for any pertinent info

The grace period for renewing an expired license is only for one year past the expiration. After that you must start over as a new applicant and take the full class and pay the initial amount just as if you never had a license before.
