Selling CHL 100's

Post by thatguy »

Has anyone else been hearing about instructors selling short class or no class certificates? I almost never hear of that kinda of stuff until just recently..

If so, how do we report this kind of thing? I have to be SURE before I called DPS because they may take it as mud slinging.

Is there any audit mechanism for the 100 forms?

Could be the anti's trying to stir up a mess & discredit the Texas CHL program. Wouldn't be the first time someone on that side of the rail has used false information to try to make a point.

Unless it was you that purchased a short (or no class) certificate, you really don't know for sure anything of the sort. It is only hearsay unless you have actual personal experience/evidence.

If you did in fact discover this yourself while trying to get a complete, correct class, you can report it directly to the CHL Division of the TXDPS.

Your certificate will of course become invalid and you will have to take another class that meets the requirements.

If you suspect fraud has been committed, you can report it to DPS here: https://iwatchtx.org/page/iwatch/iwatch ... px?site=tx" onclick="window.open(this.href);return false;

I wouldn't make a report/complaint unless either I had direct knowledge, or the person reporting the event was willing to sign an affidavit detailing what happened. Perhaps it's the attorney in me, but I don't care to be sued because someone had a grudge against an instructor.

Of course, the information could have been provided by a trusted source who does have direct personal knowledge, but, if so, they should make the report. DPS will want to talk to them and get a statement anyway.

One of the things that drives me crazy if so many instructors just handing out forms for cash. Some do an hour. some do the class the full time and pass people who cant shoot, or dont know how to load mags or do not follow range rules. I have witnessed or had a direct family member verify this. Local church did a class for member were my grandmother goes. 3 hrs in and out for new applicants.

And if you know this for a fact, then it needs to be reported to DPS. Otherwise, it is just hearsay.

I don't see why you can just tip DPS and let them do their own investigating. Wouldn't be hard to setup a sting and they get first hand experience.

I've never heard of one getting caught, what happens when they get busted? Jail time, lose the license, or just a fine and small suspension?

What about all the people they "tested"? I would think they could easily backtrack through all the paperwork to find everyone that got the licenses through the guy but how do they prove that person wasn't in a legit class..?

I own an alarm company and I feel like someone tipped DPS and claimed I wasn't following proper licensing procedures but that failed when DPS showed up and I was legit. :coolgleamA:

DPS has caught a few instructors teaching less than the required 10 hr course for new students and as well as some who didn't do the shooting portion of the class. At least two were prosecuted for falsifying a government document, but there could be more. All lost their instructor certificate.

I've heard a few stories of selling CHL-100s without any class, but not in recent years. DPS busted a small number of dirtbags who were doing that several years ago and I think that pretty much put an end to it. Yes, we still hear stories, but an instructor's name never seems to be revealed. Perhaps it's the lawyer in me, but allegations without any corroborating evidence makes me seriously doubt the report. As usglobalassets noted, some people may tell the story but be unwilling to disclose their instructor, but you can still report the incident to DPS and give one student's name. DPS will check to see who signed that student's CHL-100 and the instructor will be caught. BTW, I have no more use for a student who would participate in that scheme than I do the instructor, so I wouldn't worry about protecting the student. Both instructor and student tarnish an incredibly successful 18 year program.
