Sounds to me like it is a risk management issue.
If the allegations are true, those law enforcement officers are forever tainted now as far as being able to defend them against wrongful death lawsuits.
It is like the LEO who is convicted of perjury and can never again be credible testifying.
Well, those officers are now a walking liability for the city. If they shoot anyone in the line of duty, the city is in the crosshairs for a wrongful death suit that will be very difficult to defend.
