A fellow called me wanting to show up for the qualifying portion of a class. He has a CHL with NSA. I have never done this before, but I assume I only give him a CHL-100 with the qualifying portion filled in? Do I also do the CHL-8? What does he then do with it?

Complete the CHL-100 for only the shooting portion, marking out or "NA"ing the classroom portion. You should send a CHL-8 as it verifies that you really issued the CHL-100 instead of him forging it. I have never submitted CHL-7 for this, but I also never asked if I should.
The student will need to submit a request for modification - should be available online once he logs in or he can use CHL-70, "REQUEST TO UPDATE OR REPLACE CONCEALED HANDGUN LICENSE OR MODIFY HANDGUN ACTION TYPE" - pay the $25 fee, and mail the CHL-100.
