I doubt we will need to wait on the text to know he wants to criminalize private sales and the usual wish list.

I assume Royce West? ALl he does is tried to appease the folks that actually vote in his district. A bill like this is easy for him to convince his followers will help stop the drive-bys and the bangers in their hood. Pass of fail, he's their hero and continues to convince them he's still working to make the hood better and safer and one of these years, it'll happen. (never does, never will. He needs them all to keep him in office)
