Under the new law, DPS will send out notices 60 days before your CHL expires AND it says you have to renew BEFORE your license expires.
Apparently, the 12 month 'grace period' that DPS provided will go away. :(
I think, if your license expires w/i the next couple of months, you could renew it online and wait for 9/1 to get here, make your renewal course un-necessary. Course, you will be w/o a license until DPS catches up. :)
I emailed DPS to see what they say.

It sure looks like an expired license can't be renewed without taking a class.
