Be on the watch, assume suspect is armed and dangerous. Has extensive criminal record and was acting under the guise of "Neighborhood Crime Watch Captain"

but wait a minute, his crimes beforehand should've made it illegal for him to have a weapon on his patrols... ohh yeah that's right CRIMINALS DON'T CARE ABOUT THE LAWS.....

Interestingly enough, the behavior the neighbors describe (walking the neighborhood at all hours of the night clad in a T-shirt and carrying some sort of weapon (no one has come out and said it was a pistol, from all of the reports I have read or heard) could easily describe someone who was put searching the neighborhood for a victim. It's funny how the same behaviors can be used to describe both positive actions and negative actions - it all depends on your point of view.
