Question.....I have a buddy of mine who had some minor brushes with the law for a failure to appear over speeding tickets when he was younger. I had previously told he would be required to submit the paper work over that issue when he renewed. He was told that he would not. Anyone got any info on this topic.
I would presume once submitted with his original
App, he would be good.

As far as I know they don't go back and review all of the issues on the initial App. They do a routine check covering the period between when the original/last renewal was issued to the present.
I'm not an expert but I believe that's how it's handled.
I say this as I had a minor issue with my original App that required information from a neighboring county. I actually went to the county courthouse and got them to sign off on the issue.
A few weeks ago I just received my third renewal and I've never had to deal with that neighboring county issue since the original App.
