30.06 & 30.07 Signs Posted on Apartment Complex Entrance Gates

I've noticed that my apartment complex have posted both the 30.06 & 30.07 signs on both of their entrance gates into the apartment complex.
The signs are in English and Spanish with contrasting colors (Black lettering on white background) and have the one-inch height requirement and the correct wording.

My questions are:
1. Are these signs really legal? - to say that some of the Residents are CHL holders (including myself) and that the apartment complex is considered 'our home'
2. How enforceable are those signs? - as regards to the CHL holders entering through the gates to get to their 'homes'
3. To my knowledge those signs would only pertain to the; Leasing office, the Club House and the Exercise room, the parking lot and your personal vehicle do no apply, correct?

From what ive seen they are legal however you can still carry from your car directly to your apt.
