I would simply contact them requesting a legislative inquiry into your status (depending on your all in date). If they refuse to assist a constituent, then you can use any emails you get as evidence to help replace said state representative.

The DPS has moved additional people into the LTC office but are still overwhelmed and understaffed. That is why they rarely answer phones and never answer emails. If someone had to stop working on an application to answer the phone every time it rings, that is that much time taken away from processing an application, maybe yours.
So please give them a break at least until things slow down a bit.

There IS something that they can do. I called DPS at day 78 of my 60 day wait and was told they are backlogged and to wait 30 days and call back. I wrote my rep a few days later, and the same day they responded "it would be looked into". The web site changed that night. I highly doubt they just "got" to me that day.
