It's ok, the mayor said it's not terrorism.
In certain extreme situations, the law is inadequate. In order to shame its inadequacy, it is necessary to act outside the law to pursue a natural justice.

I understood the sarcasm. We have a choice of underline, italic or bold for sarcasm, unless one of those would be viewed as important, a quote or shouting. I think in italics would be the best as you could put a quote in " " .

I think Trump saying it was a bombing without all the facts has hurt him, especially after Hillary pointed it out.
