Still background check under review...

I submitted everything on March 2016 and received a letter on June about the instructors license been expired, so I had to obtain a new certificate of completion then mailed it back as instructed. On August I noticed a change of status saying that they have received everything and background check under review. September is almost over and I'm still waiting for background check to change. Is this normal? :waiting:
